Filing Case On District Collector

Can a case be filed by an individual on a district collector for his delayed response of action which was delayed intentionally or by peer pressure affecting my uncle. My uncle since was an employ couldn't file any case so can i as an individual who is concerned of my uncles sincerity and to make a case against collector who not only delayed the reply but framed against my uncle. So please answer my query!
