Denied Municipality Approved Map Path

A single plot of 3 bighas where sold to 3 parties about 27 years ago. The sale deed mentions the area given to each party. But this sale deed has no mention about road. The 3 consecutive plots are aligned one after the other. All the 3 plots are still under one joint patta i.e., no batwara has been done yet. 25 years ago, owner of Plot3 had constructed a multi-storie building (with individual flat occupants) with proper permissions from the Municipality. The Municipality Map shows a 3.6m path from Plot 1 to Plot 3. 15 years ago, owner of Plot1 had constructed a multi-storie building with proper permissions from the Municipality. Now, owner of Plot 2 have started constructing a Multi-storie building, but they are denying any path, because the whole land is theirs and there is no mention of any road.
