I have booked a 2bhk flat in february 2019, it was a under construction building and the agreement took place in august 2019. So i was charged 8% GST instead of new revised 1% from april 2019.

8% is correct rate. You are not eligible for 1% GST rate as construction had started before 1st April, 2019 and you had booked before 1st April, 2019.
