Online Fraud

i bought a mobile on Olx from someone. after one day I came to know that mobile is fully duplicate and made by china company. after that I followed up with him for the refund but the person is not responding. after two days I filed online complaint with the "National Cyber Crime Reporting Portal" with all the proofs I had available. Facts & Availability 1. UPI Payment Details, Person Name, Photo, Insta ID ( address not available but he is local resident and not fully unknown personality. ) 2. I have WhatsApp written msg claiming that it is the Original Mobile. 3. indirectly he accepted that he is wrong. ( by claiming that he does not have money to refund. 4. I suggested him to cancel his newly ordered mobile from the online portal and refund the payment but he didn't respond. Kindly suggest about 1. Next Step I should follow. 2. can I send an email to his office address to keep on hold his salary as he committed fraud. 3. Over and above the complaint I filed what I can do.
