Software Co Did Not Deliver The ERP

We had signed with a company in Chandigarh for our ODOO implementation. agreement copy attached. We paid the advance of 2.95 lakhs on 22nd October 2020 and the timeline was 6 weeks. balance 1.8 lakhs was to be paid once he comes to Goa , completes the installation The project was delayed by them due to their internal team miscordination, they gave the reason saying its work from home and couldn't finish on time. They gave us some basic training and the company person was supposed to come to goa and complete the project. The core customisation we needed was 1. Distributor Management System. 2. our reports to be customised and integrated in odoo and migration of tally data to odoo. Now he is in Goa and still the work is not done yet. He has been asking for the amount since he has come to goa. we told him that the agreed terms is after project completion and he has not completed any of the 3 customisation. and how he has sent legal notice.
