Death Certificate

my friends father passed away in Dubai and his body was brought to pune and buried here. the PUNE municipal corporation arent giving a death certificate. PMC arent giving a copy of Dubais death certificate to her and are telling her to take it from her relatives shes doesnt have any copy .from dubai. her relatives arent giving it to her so how can she get it. also she has a copy of the pass of the graveyard.
