The said additional requirement has to be released in media as additional requirement by way of publication and call for such additional details. In your case, it can be considered from the date of their requisition but not from back date. You can obtain it and submit it. However, they cannot impose new conditions / restrictions without giving clarification to that effect. If you are effected by such additional requirement, you can move court of law challenging such action of the FCI

It indeed is difficult to obtain the said certificate in the back date. But with the consent of department you can file a duly sworn and attested Affidavit showing effect from back date and meanwhile obtain the certificate in the current date.
