You may send complaint to SP which u have already done. regarding caste certificates there are district level and state level scrutinity committees.. District level Committee Chairman is District collector and State level committee is Director of Tribal Welfare Department in the Head quarters. Dear Sir, You need to find out which department in the govt he is working and his designation.Department of personal and administration reforms is the concerned incharge who has given the employment. Hence you need to complain to the director and the Assistant commisioner incharge of the govt employee for a enquiry and action.

Hello Sir It would be advised to complaint against such person to the senior officials of the department, so that appropriate departmental inquiry could be conducted and required action could be taken. All citizens have to right to complain to concerned institution, District collector, SC/ST commission, Social welfare department regarding a fake scheduled caste certificate holder with name, ender, actual status..etc with all known details, as per constitution.
