Hi, First of all give a representation in department asking to organise such kind if test stating that it is affecting your rights so it is necessary. if u get reply of that application then act accordingly otherwise after around 20 days file a writ petition in High Court to decide that representation or asking court to direct department to organise that test. ur issue will be solved

You contact a lawyer and file a Writ Petition before the High Court.
