In your state Goa, there is a restrictions for cutting tree and a specific law (The Goa, Diu & Daman preservation of Trees Act, 1984) is there even though it is in private land.. now there is a latest amendment in which includes the coconut tress too.
The rules will be framed by Forest Department, agricultural department and sometimes by the coconut board. You must apply and get permissions as per rules before cutting the trees otherwise you have to face non bailable offences.
