file a case stating grievance of your case before electricity tribunal.

appear before electricity tribunal with complain and attach all supporting documents with it.

Try to find out the basis of the estimated amount and if correct, you have to pay the same. If the amount is at higher end you may either approach higher authority or file a Writ Petition in the High Court against the order.

Better way you have to approach the higher authority of electricity board and settled the matter as per discussion before him.
