Make a representation to the Bank with copies to the Regional, Divisional and Head Offices putting forward your Case properly. You can also approach the Banking Ombudsman. If the matter is not resolved at this level You can approach the Consumer Court under the New Legislation which has got the power now to issue Interim Instructions for issuance directions in such cases. it depends upon the terms and conditions of the Bank if it is a scheme for everyone but they denied only you then you can challenge the same but can not force to give it as compulsory
