Cheating By A Man Who Is Actually Not In My City

hii i got cheated by one man who is not in my city he contacted me on olx regarding that he wanted to buy a item so i accepted but he told me that he will make payment after the delivery and after the delivery he didn't made payment after that i asked him to return the item so he returned but when i opened the box it was a damaged item and he cheated me very badly he is not paying anything i made a video as proof can anyone help
