Private Contractor Of BSNL Is Not Giving Broadband Service (Harrasing).

I took connection from private broadband contractor BSNL and paid security deposit and two months subscription fee in advance. but he doesn't paid my subscription fee BSNL and when I asked him about it replied me to disconnect my connection. after that he disconnected my connection. and when I called him again he said "he is a private contractor and do whatever I want to do". I don't have service cancellation application or letter yet, and still paying bills without having my broadband connection. so I want to ask you can I complaint against him anywhere? if yes, is there possibility to get connection?
