Apartment Parking Slot Car Damage - RWA - Responsibility

One of the apartment resident car got damaged due to a slab piece fell down on the car at the parking slot allotted to him. Also, there are few residents who are complaining that, thier car has scratches, which might have caused by kids while playing or by intentional/accidental activities by anybody. The association is instructing the security and the society residents for strict guidelines on dos and donts on this perticular topic. One of more of these residents are asking, if Association can compensate this damage (claims). But in association rule book, we do not have any such guidelines exists as of now. So my question is about what is legal rights of the association and the resident in this matter.
