Builder Failed To Give Me Property And Now Not Giving Booking Amount

I purchased a shop (at Panvel, Navi Mumbai) in the year Jan 2015 with a promise that the builder "A S Construction Builders" would complete the project within 3 years. I gave the initial booking amount sum of Rs. 4 lakhs. But it's been 5 years now, he hasn't updated anything and still the project site is kept as is. He has not even put up a single concrete slab or anything. It's just barren land now and whenever I call him, he just tells me that the project is going to resume in the next 1 month. I had paid the amount as a cheque (luckily) and he gave a receipt since it was just a booking. Since the promised timelines are not in the booking receipt, I am quite confused if I have any right or not. Will I get my money back? What are the rights I can fight for? I don't know what to do. Please guide me and also please tell me what rights do I have.
