Correction In Omissions In Survey Plan

We have a court order of access won in other persons property with the help of old cadestrial survey. Now i applied to land survey department with respect to "187. Correction of error or omission" of Goa Danan and diu land revenue code 1968, to show this same access on new survey according to old cadestrial survey plan. But the land survey officer refused saying that our names are not included in the form I& IXV. But i explained him tham we have the right over the access through court order, but he still said not possible. Is it possible for me to do the correction or am i being misguided?
