The circumstances describe that your mother is the exclusive Owner of the property she is at Liberty to deal with it as per her wish. There is no need of involvement of anyone else. Since you all 4 of you executed Relinquishment Deed , your Respective right over the property is exhausted. Since property remains in your mother name .She can either go ahead and make Gift Deed in your name. Your Sister or Brother in Law signature as witness is not necessary . As property is mortgaged if you satisfy the Concerned mortgage bank or etc., it will contiune in your name.
