    It means that property was under debt being mortgaged with the Bank and the owner had taken loan which is still unpaid. The basic principle is that it always is the first right of the bank over the property mortgaged with the bank. It is a serious matter and Bank can take possession of the property in question. You immediately move to Civil Court for recovery of Your money taken by the landlord from you by way of misrepresentation. The notice was sent to instill fear so as to convey that an auction will take place, and the property will be sold if the loan is not repaid. However, tthere are several steps involved only after which the bank can actually auction the property.. If they get the approval of the concerned authorities and initiate the auctioneering process, then they can ask you to vacate the premises. Thank you
