Illegal Disbursement Of Funds By DHFL

I bought a Flat under the SRA project in Mumbai from renowned builder with the channel partner being DHFL. DHFL has made a partial(1/3) disbursement of the sanctioned loan amount the to the builder without giving me any intimation and without verifying the construction status(construction not started currently occupied by slum). The construction is now stuck because of land dispute between the builder and the slum people. I have been paying the Pre-EMI to DHFL since 2 years in the fear of harming my CIBIL score. My repeated complaints have fallen on deaf ears with DHFL. I want to take action on DHFL for illegally disbursing funds, What options do I have.
