Is RERA Act Applicable To Me If I Have Not Done Stamp Duty And Registration

I paid the booking amount in March 2017 and we opted for subvention scheme, now builder delayed possession of flat from Dec 2019. So I am trying to cancel the booking. How much I should get refund. I have not stamp duty registration of flat but have booking amount details receipt from the builder. So will I get the benefit of the RERA Act?
