hi, no one has the right over your belongings, whatso ever be the case. the landlord can not keep your belongings under his possession, its totally violation of your rights. Things you can do: 1. talk to him amicably and resolve the issue. 2. if he disagrees, file an FIR against him 3. send him a legal notice to return your belongings and give him a tentative date as to when will you pay him the due amount. 4. if things are beyond control, file a case in the civil court against him. but since you have not cleared the dues, he can sue you for this. make sure you clear the dues before leaving his house.
