Mother Brothers Refusing To Give Her Property Share

My mother got four four brothers. she allowed her one of the brother to cultivate her land and then gave to another brother as that would help him to survive better. Now all brothers joined together and say why they need to give a share to their sister. My grandparents has made verbal partitions of land to all five of them but now all brothers give lame excuses like their share was less etc. after demise of grandparents and hence they all refuse to give back my mother's share. Can i file a petition that none of brothers can do any cultivation until land dispute is resolved and also how to teach them a good lesson?
