Pay Building Tax

I want to pay a building tax on the building which stands in my mother's land. My mother is dead. So the village office will not issue a certificate of ownership. The registered will that my mother wrote is such that the land can only transfer to me when both my father and mother passes away. My father is 88 still alive bedridden. The will is such that the land cannot go to my father's name. Now, what can I do to pay building tax? I am afraid the panchayat officials will order me to demolish the building in the future.
