Planning To Buy A Plot In Navi Mumbai (Cidco Khopta Township)

Many small companies like (Raigad Properties, Zameen wale, Enternity Infra etc) are selling plots in Vindane village (Raigad - District) and they are telling CIDCO will acquire these plots for KHOPTA township, but when i see the sanction plan for KHOPTA township Vindhane Village comes under MISEZ, Just wanted to reconfirm can we buy plots which falls under MISEZ.
