Society Maintenance Charges Increase By Committee

This is regarding HUDA, Faridabad, Society registration and regulation act. As per the act does the committee has the freedom to increase the society maintenance charges for all society members without organizing a GBM. If yes by how much / margin it can increase. Because as per my understanding as per the act, the committee is supposed to organize a GBM with a notice of 14 days and during the GBM any regulation to be passed needs 2/3 of the majority voting, is my understanding correct or not.
