Street Dog At Apartment

I stay in a 10 flat apartment. The apartment has proper gate and compound wall. There is a street dog which is allowed into our premises by our watchman. The dog is neither vaccinated nor put in a leash. Considering I am afraid of dogs this really impacts me, as I cannot come late or leave the apartment at night as the dog barks at night. My fellow apartment mates don't bother about this, I raised multiple complaints about this, but no action taken. My apartment is a small apartment, we don't have an association as such. May I know what the law says about this. As mentioned before this is a 10 flat apartment (5 floors) not a gated community.
