    Issue them notice through lawyer and File Complain in Consumer Court and claim heavy compensation and also File money recovery suit in court through lawyer.

    Dear Sir, You may get issue strong legal notice for refund of your booked amount otherwise threaten to approach RERA (if it is RERA property) otherwise threaten to approach Consumer Forum or Civil Court. Also lodge complaint with Police.

    It's advisable for you to first of all rather than going legally serve them a legal notice and in that notice you can write either stop all these harassment and refund the amount or face legal action which will be at your own risk. After that if they fail to give you a satisfactory reply then you can anytime send a complaint regarding your grievances in writing to the police station according to your jurisdiction.
