Transferring Property With Unregistered Settlement And Consent Forms

In 2004 my father wrote a settlement to my mother on a Rs 100 stamp that all his shares in the property are given to her. His three children also signed a consent form on an Rs100 stamp that they have no rights on their property. Both are not registered. Sadly, my father died in 2020, and my elder brother also died a month ago. One house was registered fully in my father's name and another one was on mom&dad. Will the registrar allow my mom to transfer my father shares in her name with that unregistered settlement and consent forms. If not are there any other possibilities. My dead elder brother has no children. Relinquishment is not an option as my elder brother passed away. Thanks in advance.
