Vibration Sounds In Flat-No Action From Maintenance Committee After Complaints

Pipes on the terrace above my flat are making heavy vibration noise after they changed the motors in Jan 2020. The sounds are similar to drilling machine sounds and sometimes there for 1 day and sometimes 1 month. I raised a complaint about our apartment ticket system online. The plumber and the property manager inspected it and said they can't do anything and kept closing the ticket without solving the problem. I had to reopen the ticket thrice and after which the property manager started ignoring the ticket and stopped replying. I consulted an external plumbing expert and talked to the president of our community. The external plumber suggested placing rubber mats below the pipes. But it did not help. I asked the management committee to check the pipes and plumbing system but no action from their side so far though bye-laws tell they need to maintain. It's affecting our health due to lack of sleep and the property. What next actions can I do as I have informed the management committee
