Property Development Pending Since Last 12 Years By Builder

My parents given our existing self owned house to be demolished and develop a new building within 15 months in year 2005. This has a registered DA and a (revocable) PoA. But this development still pending since last 12 years. We logged a case in consumer court which was not sustained and removed after a long wait of 4 years on the grounds of suggesting to go to proper court (i guess Civil court). Still no relief. Could you please suggest a way out??
