I have done an agreement with the builder last year, but still, after 1yr the builder is unable to provide amenities promised and forcing/harassing to pay the balance amount and do the registration. Am I liable to pay balance amount without amenities and register the flat with just a brick structure without clubhouse completion, Car Parking, electricity-water meter installed and other amenities?

Reply to your question is in the terms of the Agreement. It must have described the period and extent of construction and payment schedule. Go through the terms and conditions of the Agreement and ask the Builder to work accordingly. Also follow the Payment Schedule accordingly.
