Can I Suit On Sbh

i have current account in sbh , Due to expansion of my business in 2007 i had approached the bank to sanction the over draft amount, and mortgaged my plots nearly 30 lakhs worth in 2008, and has given surity with central govt employee, bank manager accepted to release 9 lakhs OD only with condition 2% of bribe, but I can't accepted at the same time i got the funds with releasing my contract bills and leaved this matter, after 3 years new manager came , i asked him to release the OD, new manager replayed like " we are not issuing mortgage loans". i asked to release my mortgage and issue original documents, they are simply saying "there was no loan on your documents it will take the time to search the documents, if you take the loan on the day we will keep in safe custody" still to date i didn't get the od amount nor realised the documents
