I have purchased a property in a gram panchayat area in Distt. Kangra of Himachal Pradesh with an unmetalled road passing through the middle of the property. As per land revenue records, there is no road passing through the said property, and as such, I have shifted the road to the edge of my boundary so that I get a single piece of land. No objection has been raised by any local dwellers or any authority since I have not blocked the road, although it passing through my property, but had just shifted it to a nearby location. Its nearly 2 years now and now I have leased out the land to someone who wishes to construct some commercial building on the same for which their banker is asking to submit NOC from PWD. I have written to PWD and they are asking to gift deed the said portion to them through which road is passing/ I have shifted the road. Sir, herein I wish to submit that when I am not blocking the road, shall I gift the said portion to them or not.

No occasion to execute any Gift as asked for. It is your property and the revenue records does synchronise with the position on the spot. You need not gift it. They never go to court or take any action. Just ignore or postpone their request.
