NO, no-one else can sell the property owned by a minor without the permission of the Court keeping in the Interest and financial benefits of the minor. The guardian has to apply the Guardian Court Under the provisions of Guardian and Wards Act for permission for selling the property belonging to the minor and that too subject to the Conditions imposed by the Guardians Court.
