I want to build an android gaming app in which the user can buy virtual coins by paying via credit card/debit card or mobile wallet. After playing pool games they can win some virtual cash. Users can submit a request on the mobile app to convert virtual cash in gift vouchers. They are only submitting the request on the app. e-Gift voucher will be delivered to the player outside the app. Will the Play Store allow such type of app on the play store. Does this app violate google play store's real money game policy?

You have to establish a rapport with the Play Store but prior to that get the app patent with a copyright before putting it in the public domain to save the Intellectual Property under the provisions of Information Technology Act. Then go ahead with the scheme so as no untoward loss is caused on any front.
