Exemption From Roster Duty For Employees With Disability

I am a staff of a PSU Bank and a Multiple Sclerosis(MS) patient. As per RPWD Act 2016, MS comes under PWD category. I don't look like a disabled person, means I'm not a handicapped person which almost all people think that being handicapped is only a disability, but I'm a disabled, (suffering from chronic neurological disorder - MS) as per that act. In this covid pandemic, the Govt of India issued an order " No 34-06/2020-DD-III " in which it was mentioned that employees with disabilities are exempted from roster duties till further order. My bank also issued one circular quoting the same. In this order or circular, no benchmark word was used, which means all disabled employees are exempted. When I wanted to follow this circular /order, I was put on loss of pay and was told forcefully to resume the office. Now I don't know if I was really exempted as per that order and shall I fight for my right or not. For this I need clarification. Please help.
