since you are working on a contract basis, I would like to suggest that any legal action against the department might result in losing your job so stay calm and wait for some time and take the legal action once you are confirming that loading your job doesn't affect you or on the other hand, you may try to sort out the matter amicably. for more details, you may take paid consultation

since you are in a government organization, you can serve the employer with a legal representation, through a lawyer or in person, to make payment of the outstanding amount along with the interest, 2. if payment is not made despite service of the legal notice, you can approach the CAT
