High Court Appeal Against Insurance Company

My father met in an accident in April 2015 with an underage boy who was driving the activa and my father was on a bicycle and his leg broke down. We filled the case against the driving boy because his grandfather didn't respond to the treatment and against the insurance company. But the insurance company deny to pay even the court didn't ask to pay. The court asks the party to pay in 2018 the amount of treatment but they never came court again only in the beginning hearing. They even changed the address. My lawyer asks me to find the accused bank details or any property but we didn't know and then he withdraw the case and told me you can find the accused within three years then we will take the payment only. So Shall I go to the High court against the Insurance company and the accused I am totally frustrated? I have lost so much and didn't get anything justice. Please advise me on what to do next.
