Minor Car Accident With Major Issue

An unlicensed person was driving a car near his home. A person comes on scooty and hit the car and get very minor hurt on his leg. The car driver took him to the hospital the same moment, do all Xray, and make him consult doctor everything done on car driver expenses. 8 days later the scooter rider than files an FIR and ask for his medical bill claim from the car driver which is a very heavy amount. Though nothing major has happened to the scooter rider and was walking properly when dropped him back to his house on the day of the incident. What can be done in this situation to avoid court hearings and visiting police. Since the car driver is continuously receiving calls from traffic police to report them at earliest. Also, the scooter rider blackmailed the car driver with multiple calls. Please assist. Note- Car was already under insurance and it has not been seized till now.
