    Intimate the RTO about the sale of vehicle and the refusal of the buyer to take the necessary steps to get the RC transferred to his favour and also issue a Legal notice to the buyer...........

    You must be having his postal address. e.mail ID or any other contact. Get a legal notice served upon the buyer asking him to get the vehicle transferred and holdings him responsible for the consequences which may put him in trouble. One thing You also keep in mind that in whose name he has renewed the Insurance. It also is an important factor.
