What Are My Option If Someone Dies In A Hospital After An Accident.

So 2 years back my father who is almost 50 years old was going to his office in his car which is 15min away from our house and on his way someone on a motorcycle(bike) who was not wearing a helmet tried to overtake him but instead hits my hood(bonnet) of the car and as he was in a speed was thrown away onto the road divider which breaks his head as he was not wearing a helmet and starts bleeding. My father picks him up, puts him in his car and takes him to a government hospital where the guy is no more. I am 110% my father was not speeding because I know my father he never drives above 40kmph but like it a hot summer day there was no one on the road to witness the incident. The family of that guy has received the insurance money in these 2 years and we tried to settle the case with cash and at first, they were ready but then the wife refused to take the money saying that It will put a bad name for them in the neighborhood. My family is all stressed out don't know what to do now. So what are my options in this case
