I bought a property through a dealer, relying on his promises that all basic facilities will be provided before possession but he never connects so I directly in talks with the builder. The promises never fulfilled. possession delayed by 4 months. Now after 6 months he contacts me to give his charges. What to do now?

You have two options first get into possession of property and forget about refund of paid amount. Just continue and pay the charges only possession is given and facilities are provided.
