It Is Ok To Purchase 8 Years Older Unsold Unit From Builder

I am purchasing an older unit from builder which is 8 years old. In Maharera, project completion date is Dec 2019 and society handove is also completed by builder. I have observed 2 notices on the unit. First is unpaid society maintenance and second is discontinued electricity connection and meter is missing. Please help me what documents are needed to verify and can we add a clause in agreement about clearing the above notices as builder is not sahring any documents related to utility bills, tax bill and maintenance dues.
