Builder Ask Us To Start Handling Maintenance Without Proper Handover Of Society

I am staying in Pune and we got possession of our flat 8-10 years back, Builder was handling the maintenance till last month as he kept acquiring new plots and continuing construction from last 10 years and so Society was also not formed till Aug-2020. We got the society formation certificate in the month of August-2020 but due to Covid situation and as per GR from Maharashtra state government he is not able to conduct a general body meeting and elect society working committee members. He asks us to form an Ad hoc committee and take care of maintenance responsibilities on our own. The builder still has not sold 4 flats and on Society formation certificate he is still chief promoter. Can the builder ask us to do this without electing secretory, chairman and treasurer? is it legal to ask the builder to take care of maintenance till conveyance deed and until our society has legal existence. Please guide me in this matter
