You can file a criminal complaint and if the builder is going through insolvency process then you can approach nclt with 100 home buyers, who have invested in this project. its not neccessary to approach rera becoz there are better curative procedure to get releif.
You should have to make an application to RERA. RERA can impose fine or to return the amount with interest or bound down for a time to hand over the possession. For complete detail, you can consult me.
