Firstly serve him a legal notice through your council and call upon him the total amount to be refunded along with interest. It is your legal right. Wait for a period of 30 days. If you didn't receive any reply from the builder, you can have the legal remedy i.e. file a complaint against him before Real Estate Regulatory Authority or can also file a consumer complaint before the State Consumer Dispute Redressal Commission.
