Compensation Recovery From Builder

I had booked a flat in a multistory apartment in District Ghaziabad with a handover date in end 2008. After abnormal delay of 10 years, builder could give flat possessions and subsequently registry was done in year 2019. In line with the agreement, builder had paid some compensation amount for the delay however he is not paying the remaining compensation amount which has been committed by him in various letters and statement of account. My Query is: Can UP RERA help in recovering balance compensation amount which has been committed by the builder in various communications even after flat registry.
