As your mother had booked flat in 2013 with some token amount, you have waited too long for the return of your amount. 1) Ask for the FULL amount refund along with the interest charges since 2013 as 7 years waiting for a flat is terrible 2) Do Not give him the receipts of your bookings at any cost, before you get the entire money refund 3) If possible you may take PDC Cheques for the same 4) Compliant in RERA for the same & also approach Consumer Court
