Facts reveal that it is a Case of deficiency of service as you did not receive any information from the other end. If there is no mention of late fee in the Agreement to Sell you should approach the Consumer Court or Permanent Lok Adalat with due consultation of your Local Lawyer who would be of great help in getting the matter resolved.
